Encode or decode URL components. Use it when you need the result without the overhead of opening a larger application. For anything important, compare the output with your source and keep the original until you are satisfied with the result.
Encode the value, not blindly the entire URL
Percent-encoding is meant to keep data characters from being mistaken for URL syntax. A query value containing spaces or & needs encoding; the structural ?, = and & around it usually do not.
